COUNTER-INSURGENCY:
1. Visayas Joint Peace and Security Coordinating Center (VJPSCC)
In compliance with the AFP-PNP JLD 07-2010, for the period covered, this Directorate conducted nine (9) Visayas Joint Peace and Security Coordinating Center (JPSCC) meetings in partnership with the Central Command (CENTCOM) of the AFP since the signing of the AFP CENTCOM-DIPO Visayas Joint IMPLAN to JLD 07-2010 on December 23, 2010 at BG Buenaventura Caseña Hall, PRO 7 Conference Room, Camp Sergio Osmeña, Osmeña Blvd., Cebu City. The Visayas JPSCC tackle and discuss internal security concerns for the unification of efforts of the military and police in addressing internal conflict primarily in the Visayas regions.
2. Gintong Aral Seminar Workshops
From September 2011 to date, this Directorate conducted two (2) Seminar Workshops (PRO 7 & 8), based on LOI 06/11 “GINTONG ARAL” of DIPO-Visayas. It aims to inform the Field Commanders about the “Lessons Learned” and “Best Practices” of the different AFP and PNP units during the conduct of CNN violent activities in all areas of responsibility. Both PNP and AFP benefited on these series of workshops.
3. POC Meetings
To ensure that concerns and issues were properly addressed with regards to peace and order in the Visayas regions, this Directorate attended a total of three (3) Peace and Order Council (POC) Meetings conducted in different venues. This activity is one way of gaining support from the LGUs in the campaign against lawlessness, insurgency and all forms of criminality.
4. PROs Visitation/ Public Safety Units Inspection
For the period covered, DIPO-Visayas initiated and successfully conducted twenty (20) inspections to different Public Safety Units (PSUs) in the AOR to enhance their operational readiness and competency. The inspection focused on “Move, Shoot and Communicate” capabilities as part of operational resource enhancement and to identify strategic locations for PNP troops on their safety deployment and ready for the conduct of police operations accessible to any calls or assistance of the community primarily on their needs for safety and security.
5. Peace Advocacy Activities:
A. Bike for Peace
This Directorate initiated a total of four (4) “Bike for Peace” activities participated by both PNP personnel and civilian groups conducted in different venues in the Visayas as a continuing effort to promote cooperation and support from the community in reporting all forms of criminality to the police especially through SMS reporting system.
B. Tree Planting
The tree planting activity is the manifestation of support to the objective of the PNP Chief that all members of the entire organization will plant ten million (10,000,000.00) trees until February 2013 as a legacy of the organization and contribution to the next generations. Variety of seedlings have been planted such as; Mahogany, Langka, Star Apple, Guava, Kamias, Guyabano, Santo, Mango & Mangroves (Bakawan) in six (8) tree planting activities with a total of two thousand one hundred forty-eight (2,148) trees planted in different places mostly within Visayas regions.
C. Relief and Rescue Operations
The DIPO-Visayas led by PDIR JAIME D CALUNGSUD, JR. come up with the initiative of giving assistance to the victims of typhoon and earthquake in the Visayas Regions particularly Negros Oriental. These two (2) notable activities of this Directorate showed care on the welfare of the community as partner not only in crime prevention but also, in helping them during calamities. The DIPO-Visayas and CENTCOM immediately established “Joint Task Force Negros Oriental” which supported the Provincial Disaster Risk Reduction Management Center under the Office of the Governor, Negros Oriental during the calamity brought by 6.9 magnitude earthquakes to ensure a well-organized and safe distribution of relief goods to the victims.
COUNTER-TERRORISM
1. Target Hardening Inspection
The purpose of inspections is to ensure PNP units on proactive implementation of police operations and procedures and to assess their capabilities in performing their functions in the field of police operations especially in the realization of Police Integrated Police System (PIPS) as part of police operational enhancement on anti-terrorism, public safety and security. A total of twenty (20) vital installations were inspected in Pros 6, 7 & 8. Significant of which was the joint DIPO-Visayas and CENTCOM inspection, test and evaluation on the capabilities and effectiveness of K-9 Explosive Detector Dogs (EDDs) and its handlers deployed by private security agencies in different vital installations in the Visayas and to assess security measures being undertaken by security forces in preparation for the influx of both local and foreign tourists, motorists and passengers in all kinds of occasions.
2. Regional Anti-Terrorism Council Convergence Group (RATCCG)
Regional Anti-Terrorism Council Convergence Group (RATCCG) was attended by Representatives of the following government agencies including DIPO-Visayas, to name a few – Office of the Regional State Prosecutor, NICA-7, DFA-7, DILG-7, OCD-7, BOC-7, NBI-CVRO, BI-7, MIG-7 (ISAFP), 3RD CRG-CRSAFP, NISG-Central-PN, D2-2AD-PAF, DI-560TH ABW-PAF, FSCEV-PCG, and 7TH ISU-ISG-PA. The said activity was presided by Undersecretary NABIL A TAN, Anti-Terrorism Council Program Management Center (ATC PMC) Executive Director, with PCSUPT AGER POBLADOR ONTOG, JR., PRO 7 Regional Director, as moderator.
3. ISO Assessment and Executive Committee Meetings
These separate meetings are being undertaken through proper evaluation of internal security situation by the top ranking officials of the AFP and PNP with COMCENTCOM and TDIPO-Visayas jointly taking the lead on their respective organizations and subsequently, implemented by its operational units within their areas of jurisdiction. DIPO-Visayas and CENTCOM conducted three (3) ISO Assessment Meetings and one (1) Executive Committee Meeting.
4. Supervision on the Security Preparation during Festivals
Visayas regions are places considered for tourist destinations in the Philippine archipelago because of its natural environmental attractions and people fondly celebrate different festivals as part of Filipino culture and tradition that pulled attention on local and foreign tourists. In this situation, this Directorate supervised the security preparations of “Sinulog Festival 2012” in Cebu, “Dinagyang Festival 2012” in Iloilo and “Ati-Atihan 2012” in Aklan which are part of yearly activities on the said provinces in the Visayas.
5. Joint AFP-PNP National Validation Workshop on Private Armed Groups (PAGs)
In coordination with the Intelligence family, this Directorate attended workshop to validate and collect information on the data of Private Armed Groups (PAGs) considered as one of the primary threats detrimental to peace and security in the area. One (1) Validation Workshop on PAGs was attended by this Directorate.
7. Regional Intelligence Committee Conference
The importance of taking part on this gathering is to know the application of strategies in defeating the enemy of the States by knowing their strength and weaknesses as well as government organizational capability. This could prevent more human casualties and destruction of properties especially on government side. A total of ten (10) Regional Intelligence Committee (RIC) conferences were attended by this office.
ANTI-CRIMINALITY
PIPS Supervision/Inspection
In support to Anti-Criminality campaign, this Directorate conducted four (4) field inspections in Regions 6, 7 & 8 in the implementation of LOI 63/2010 (Police Integrated Patrol System) and LOI 13/2011 (SANG-INGAT CHARLIE).
ADMINISTRATIVE ACCOMPLISHMENTS
1. Human Resource Management
For the period covered, a total of three (3) PCOs and two (2) PNCOs were promoted to the next higher ranks; personnel of this Directorate were given awards and commendations for various accomplishments and two (2) personnel attended in-service schooling.
2. Logistical Capability Enhancement
From September 2011 to present, this Directorate was able to acquire two (2) Toyota INNOVA Patrol Cars.
